item 2 won't solve your problem.
Item 1 WILL solve your problem and is the least expensive solution.
Item 2 will ALSO solve you problem (within the room) but item 1 will leave you with slightly better sound isolation.
You have to make certain though that your sand is bone dry - you tamp it well to make certain it's perfectly packed - and that you do not have any air space between the bottom of the plywood deck and the sand.
You want full contact between the 2.
