Need help. Noob in Africa.

Hello at all!
I´m new to this FANTASTIC (thanks to all for providing help to NOOBS like me) forum and as I sad a noob!
I´m sitting here middle in Africa and try to construct my tracking room by myself.
Since there is no civilisation i try to look for some substitutes to the stuff you guys normally use:
plasterboard = they here only have thing called CELOTEX .Look like a sort of gypsum blended with wood particel. Does it work?
accoustic sealant ??? haha: i can find silicon here will it work?
neopren ( they ask me "Mister, which country?") Is there something else I can use.
Biggest question. Since I have no problems with neighborhood do I really need floating floor. The room is build on desert sand and plastered with sort of rock pieces!!. Is it possible to build only additional walls to get rid of street noise (havy deep rumble)
