Cutting the concrete to divide rooms

Hi,
Asking people about how to build the best floor because of some problems with floating floors, a friend tell that if my existing floor is 300 mm (12 inch ) of concrete, he advice me to cut the concrete along the perimeter to avoid vibrations of low frecuencies.
What about this way??
