I am going to build a room within a room. I will use the double stud wall and a floating floor design. My question is should I build the wall on top of the floating floor or on the existing floor which is concrete?

Most effective isolation is to rest inner wall frame on floated floor, then support inner ceiling leaf with separate joists resting on the inner walls; be wary of proper calculations, damping, mass, etc, though; otherwise you might end up with LESS isolation at some frequencies... STeve

If I just build the room with insulation in between walls, how much sound isolation can I expect. I am going to record high gain guitar amps in the room and also record vocals. When I record the amps I want to cut the volume down in the control room.

Too general a question; you'd need to post a sketch with exact materials, distances, type of framing, etc, before I could even GUESS... Steve
