When you have 2 ceilings...?

How thick should my walls be, should I float my floors (and if so, how), why is two leaf mass-air-mass design important, etc.

This is hard to explain, but here goes...

I am adding a drop ceiling that will slope the same through the length of three ajacent rooms. Should the walls go up all the way till they meet the original higher ceiling (making the room to room division primary) or should they meet the drop ceiling? (making the floor to floor division primary). If I go all the way up to the top I think it will help with isolation between rooms... but if I go only up to the lowered ceiling I think room to room isolation may be short circuited but perhaps there will be an improvement in isolation from the floor above... In my case room to room is probably more important.

If I stop the walls at the lower ceiling, I plant to lay 2' X 2" strips of rockwool over the area where the walls are located.

Help advice please...
