My room is 15'x21'x9' and I am building 2'x4' acoustic panels out of 3" OC 701 insulation. I currently have vinyl flooring and sheetrock walls with paint covering.
My question is is there any logical way to determine where these panels should go? How many I need to build?
I am realizing that most people use oc 703 insulation, so I'm hoping 701 will work ok. since it's 3" thick and I'm spacing it about 4.5" off the wall I think it will work ok.
I am also considering building superchunks for 3 of the 4 corners (4'th corner is too close too a door) -- should I buy 703 for that or will 701 work ok?

Before considering treatment, I would do some re-designing. Reason is, from your Vertical Section I can see you ears are exactly in the middle of the CR. You NEVER want your head at the halfway point in a room. Here is the reason why. Its the WORST place your ears can be in a CR.

However, don't let the 38% thing confuse you. This is ONLY a starting point. This was a statement by a well known Studio designer, and was only given as a guideline. Over time, it has become a "rule" on the net. It isn't.

Those people diagrams are more for indication of what the room will be used for than anything else. I haven't really even gotten to setting up the control room. I'm still working on live room acoustics.
