DIY ventilation system

My room got this little window that was made by the contractor due to humidity problems. I was trying to figure out how to close it, but Glenn (aka) gullfo told me that a ventilation system is a must. I thought that placing electric fans inside could be enough now I see that it isn´t.

I´m looking for some guidelines or info about how to do this myself.
